As a learner rider, you're not allowed to carry a pillion rider (any passengers) or ride a motorcycle with an engine capacity above 125cc. This is stated in the Highway Code.
No, even if you have a seat for a passenger at the back of your motorcycle, you cannot carry anyone and it is an offence to do so.
